The outlook for China's photovoltaic foreign trade in 2016 was not optimistic. Data from the China Photovoltaic Industry Association shows that in 2016, China's photovoltaic product exports totaled US\$14 billion, a year-on-year decrease of 10.3%. Despite the contraction in total export value, China's photovoltaic products still account for a large share of the world's major photovoltaic markets, with an average monthly export value of US\$1.17 billion, representing a significant and competitive sector within China's foreign trade.

The goal is to increase the proportion of photovoltaic buildings in the total installed capacity of photovoltaics year by year. By the end of 2020, photovoltaic buildings will account for 60% of the total installed capacity of distributed photovoltaics and 20% of the total installed capacity of photovoltaics, with an installed capacity of over 20 GW. During the 13th Five-Year Plan period, the goal is to ensure that newly built photovoltaic buildings account for 20% of newly built green buildings. This development goal was proposed in the "Development Outline of Photovoltaic Building during the 13th Five-Year Plan", which was drafted by the Photovoltaic Building Application Committee of the China Building Metal Structure Association.

The National Energy Administration issued the "Notice on Issuing the 2017 Guiding Opinions on Energy Work" (hereinafter referred to as the "Notice"). The Notice requires vigorous development of solar energy. It continues to implement the "Leading Runner" program for photovoltaic power generation, giving full play to market mechanisms to drive down generation costs. The Notice adjusts the development layout of photovoltaic power plants, strictly controlling the newly added capacity in areas with serious curtailment, and suspending the arrangement of new photovoltaic power generation capacity in provinces with a curtailment rate exceeding 5%. It steadily promotes the first batch of demonstration projects for solar thermal power generation.
