New pricing basis for photovoltaic power generation projects released

According to the "Notice on the Full-Scale Pilot Program for Replacing Business Tax with Value-Added Tax" (Cai Shui [2016] No. 36), starting from May 1, 2016, the construction industry will be included in the pilot program for replacing business tax with value-added tax (hereinafter referred to as VAT reform).

　　To all relevant units:

　　According to the "Notice on the Full-Scale Implementation of the Pilot Program for Replacing Business Tax with Value-Added Tax" (Cai Shui [2016] No. 36), starting from May 1, 2016, the construction industry will be included in the pilot program for replacing business tax with value-added tax (hereinafter referred to as VAT reform). After the VAT reform in the construction industry, to ensure that the pricing rules and related cost standards for photovoltaic power generation construction and installation projects are adapted to the value-added tax system, the "Implementation Opinions on Adjusting the Pricing Basis for Photovoltaic Power Generation Projects After the Replacement of Business Tax with Value-Added Tax in the Construction Industry" (hereinafter referred to as these Opinions) is hereby issued.

　　These Opinions shall come into effect from the date of issuance.

　　These Opinions shall be used in conjunction with NB/T 32027—2016 "Regulations and Cost Standards for Preparing Preliminary Designs and Estimates for Photovoltaic Power Generation Projects" and NB/T 32035—2016 "Preliminary Estimate Quotas for Photovoltaic Power Generation Projects".
