Currently, Xinjiang has built a 10-million-kilowatt renewable energy base in Hami and more than 10 million-kilowatt renewable energy clusters in Zhundong, Dabangcheng, and Baili wind farm areas. The renewable energy projects under construction exceed 70 million kilowatts. By 2025, Xinjiang's grid-connected renewable energy capacity is expected to reach more than 116 million kilowatts, exceeding half of Xinjiang's total energy capacity.

Visiting China's oldest existing photovoltaic power station: "Sunflowers" blooming in the mountains
This old power station, located at the Gansu Institute of Renewable Energy, is the oldest surviving photovoltaic power station in China. Established in 1983 in Xiaocha Village, Yuanzi Township, Yuzhong County, Lanzhou City, Gansu Province, it was later relocated to the Gansu Institute of Renewable Energy and has a history of 40 years.

On November 3, the Yecheng 500,000-kilowatt photovoltaic power generation project, the largest external clean energy new energy station built by PetroChina Tarim Oilfield, was officially connected to the grid, with an annual green electricity generation capacity of 930 million kilowatt-hours.

On October 20, the Ministry of Finance, the National Development and Reform Commission, and the National Energy Administration jointly issued a supplementary notice concerning "Several Opinions on Promoting the Healthy Development of Non-Hydropower Renewable Energy Power Generation." The notice states that the reasonable utilization hours for the entire life cycle of photovoltaic power generation projects in Class I, II, and III resource zones are 32,000 hours, 26,000 hours, and 22,000 hours, respectively. The reasonable utilization hours for the entire life cycle of photovoltaic power generation projects identified as national leading runner base projects and bidding projects of 2019 and 2020 are increased by 10% based on the hours in their respective resource zones.

According to the "Notice on Matters Concerning the Construction of Wind Power and Photovoltaic Power Generation Projects in 2020" (Guonei Energy New Energy [2020] No. 17) and the "Notice on Matters Concerning the Publication and Submission of Information on Household Photovoltaic Projects in 2019" (Guonei Energy Comprehensive Office New Energy [2019] No. 45) issued by the National Energy Administration, regarding the management requirements for household photovoltaic projects, a total of 30 provinces nationwide submitted information on household photovoltaic projects (Tibet did not submit any information as it had no household photovoltaic projects included in the 2020 fiscal subsidy scale).

Wind and solar power generation both maintained double-digit growth in the first half of the year
The National Energy Administration recently released data on the grid-connected operation of wind and photovoltaic power generation in the first half of 2020: In the first half of the year, wind power generation reached 237.9 billion kWh, a year-on-year increase of 10.9%; photovoltaic power generation reached 127.8 billion kWh, a year-on-year increase of 20%, both maintaining double-digit growth. The regions with higher wind power utilization hours were Yunnan, Sichuan, and Guangxi; those with higher photovoltaic utilization hours were in the Northeast.

Recently, six ministries and commissions including the National Development and Reform Commission issued the "Implementation Opinions on Creating a Better Development Environment to Support the Healthy Development of Private Energy-Saving and Environmental Protection Enterprises", which explicitly advocates actively promoting contract energy management and third-party governance of environmental pollution. Meanwhile, bidding and tendering activities must not set restrictive regulations that affect the entry of private enterprises, must not set enterprise scale thresholds unrelated to energy-saving and environmental protection business capabilities, and must not set Achievements thresholds that clearly exceed project requirements.
