The outlook for China's photovoltaic foreign trade in 2016 was not optimistic. Data from the China Photovoltaic Industry Association shows that in 2016, China's photovoltaic product exports totaled US\$14 billion, a year-on-year decrease of 10.3%. The National Energy Administration issued the "Notice on Issuing the 2017 Guiding Opinions on Energy Work" (hereinafter referred to as the "Notice"). The Notice requires vigorous development of solar energy. It continues to implement the "Leading Runner" program for photovoltaic power generation, giving full play to market mechanisms to drive down generation costs. The Notice adjusts the development layout of photovoltaic power plants, strictly controlling the newly added capacity in areas with serious curtailment, and suspending the arrangement of new photovoltaic power generation capacity in provinces with a curtailment rate exceeding 5%. It steadily promotes the first batch of demonstration projects for solar thermal power generation.
