To vigorously implement photovoltaic poverty alleviation, steadily increase the income of registered poor households and poor villages (hereinafter referred to as poor households and poor villages), ensure that the goals of "household poverty alleviation and village exit" are achieved as scheduled, and in accordance with the spirit of the document "Guiding Opinions on the Implementation of Photovoltaic Poverty Alleviation" (Wan Zheng Ban [2015] No. 34), combined with the actual situation of our county, this plan is hereby formulated.

I. Overall Requirements
Seriously implement the strategic thinking of the central, provincial, and municipal governments on poverty alleviation and development in the new era, vigorously promote scientific poverty alleviation, precise poverty alleviation, and precise poverty eradication. In accordance with the overall idea of "provincial-level coordination, county-level overall responsibility, township-level supervision, unified planning, phased implementation, policy support, market operation, unified standards, quality assurance, joint promotion, and emphasis on effectiveness," establish a funding mechanism that combines government subsidies, social assistance, and financial support, vigorously promote photovoltaic poverty alleviation in poor villages and poor households, increase the income of poor village collective economies and poor household families, accelerate the pace of poverty alleviation and enrichment for poverty alleviation targets, and ensure that the goal of achieving a comprehensive well-off society is achieved simultaneously by 2020.
II. Basic Principles
(1) Government-led, Eco-friendly. The government is responsible for the organization and implementation of photovoltaic power generation projects for industrial poverty alleviation. Adhering to the combination of clean energy development and poverty alleviation, under the premise of paying attention to rural ecological environmental protection, the continuous and stable increase in income of poor households and poor villages is achieved.
(2) Open selection, target determination. Actively promote the construction of household 5kW (or more) distributed photovoltaic power stations. Following the principle of voluntary participation by poor households, public announcement at the village level, township-level review, and county-level approval, we will first ensure that poor households with "three nos" (no labor force, no resources, and no stable source of income) are the target of project implementation.
Seriously carry out the construction of 210 kW distributed photovoltaic power stations at the village level. In accordance with the procedures, poor villages without collective economic income, or with weak collective economies and lack of resources, which have not installed village-level power stations, are identified as implementation targets. Under the premise of surplus indicators, among the registered poor households, poor households with fewer family laborers and poor ability to develop other industries are selected as project implementation targets. It is preliminarily planned to have 300 village-level power stations, of which 66 are in poor villages.
(3) Standardized site selection, convenient grid connection. When selecting sites, the needs of urban and rural planning and construction should be fully considered. Without violating the planning land use, the household and site selection should be strictly carried out in accordance with the project construction conditions and requirements, ensuring sufficient sunlight and maximizing power generation efficiency after project completion, ensuring that the photovoltaic power station construction is conflict-free with the planning and coordinated with the surrounding landscape, and advocating the use of old villages, old ditches and ponds, and wasteland for construction. At the same time, to facilitate the rapid grid connection and power generation of the photovoltaic power station after completion, the project site selection principle is to select larger plots (30 mu/plot or more) closer to 10kV or 380V lines.
(4) Unified construction, centralized management. For household and village-level power station projects throughout the county, according to the application needs of townships (villages, households), the construction scale will be verified and approved by the county photovoltaic poverty alleviation project construction leading group. The project implementation will, in principle, unify fund raising, unified centralized installation, unified management and maintenance, and unified income settlement.
III. Implementation Scope
(1) Household power stations: 7,000 households will be installed in 2017 (total capacity of 35MW). 7,000 poor households that meet the construction conditions will be selected from the registered poor households, with a 5kW distributed photovoltaic power generation system built for each household, and each household can expect to increase its annual income by about 4,000 yuan.
(2) Village-level power stations: 300 villages (including poor villages) will be installed in 2017 (total capacity of 63MW). For the 300 villages that have not installed village-level power stations, a 210kW distributed photovoltaic power generation system will be built in each village, helping the implementing villages to achieve an average annual income of nearly 200,000 yuan in 20 to 25 years. For the convenience of construction and later operation and maintenance management, household power stations and village collective power stations are built using a centralized joint construction method.
IV. Funding Arrangements
Based on the relevant documents, cost quotas, and rate standards currently in effect at the national and industry levels, preliminary estimates are made. Based on the standard of 7.5 yuan/W, the funds needed for the construction of household and village-level power stations will be subsidized by the provincial level, and arranged by the city and county. The part that the poor households and village collectives raise themselves will be resolved by the government through methods such as organized loans and repayments.
V. Implementation Steps
(1) Publicity and investigation stage (January 20, 2017 - February 15, 2017)
The county poverty alleviation leading group will take the lead in formulating the plan and holding a meeting of township heads to arrange the investigation and fact-finding work. The townships and villages will establish corresponding organizations, hold mobilization meetings, widely publicize industrial policies and industrial characteristics, clarify responsibilities and tasks, and organize personnel to conduct field surveys.
(2) Application and verification stage (February 16, 2017 - February 28, 2017)
1. Township application. According to the actual situation, the townships will conduct investigations of each village and household, and after public announcement and review, they will determine the concentrated construction power station site according to the demand scale (in principle, each plot of land should not be less than 30 mu) and report it to the County Photovoltaic Poverty Alleviation Work Leading Group Office for filing. Those who do not provide land for site selection can be regarded as giving up the photovoltaic poverty alleviation project.
2. County-level verification. The County Photovoltaic Poverty Alleviation Project Construction Leading Group Office will organize personnel to go deep into the townships to verify the site selection and task implementation of the townships' applications, review them according to the relevant conditions, determine the final implementation targets and construction scale, and accurately determine the concentrated installation location of the photovoltaic poverty alleviation project.
(3) Equipment installation, debugging, and grid connection power generation stage (March 1, 2017 - June 30, 2017)
The winning enterprise is responsible for the installation, debugging, and daily maintenance of the township and village-level and household power stations implemented. The county power supply company will sign a grid-connected power generation contract with the project implementation unit (Linquan County Jinyuan Investment Development Co., Ltd., referred to as "Jinyuan Company"), be responsible for the installation of metering meters, access the power grid according to national regulations, and ensure that the construction tasks of this year's project will be completed before June 30, 2017.
(4) Evaluation and acceptance stage (before the end of June 2017)
The evaluation and acceptance are carried out in accordance with the progress of the project, and one acceptance is carried out after grid connection and power generation. This work will be led by the County Photovoltaic Poverty Alleviation Work Leading Group Office to organize the supervision, audit, finance, power supply, and project supervision units to conduct a comprehensive evaluation and acceptance of the photovoltaic poverty alleviation project, and check the overall situation of the stage acceptance, technical acceptance, and project evaluation and acceptance report.
VI. Operation and Management and Income
(1) Operation and Management. The photovoltaic poverty alleviation project will be implemented through Bidding and selection of qualified photovoltaic power generation equipment suppliers and construction enterprises with a sense of social responsibility. The operation services will provide basic training and manuals by the construction enterprise, and the supplier and construction enterprise will establish after-sale service outlets and provide equipment maintenance (within the 20-year warranty period, non-human damage will be repaired free of charge by the construction enterprise). After 20 years, explore the establishment of a specialized company responsible for the daily maintenance of the facilities or the establishment of a property insurance system for the industrial poverty alleviation photovoltaic power generation project to households.
(2) Income Settlement. The county power supply company will pay the full amount of the grid-connected electricity to Jinyuan Company according to the national, provincial, and municipal photovoltaic power generation subsidy policies, based on the settlement cycle (one quarter). After deducting the project construction land lease and bank loan principal, Jinyuan Company will deposit the remaining funds into the accounts of poor (village) households provided by the township or county poverty alleviation department, with settlement every quarter.
VII. Safeguarding Measures
(1) Strengthen Organizational Leadership. Establish a leading group for the construction of the Linquan County photovoltaic poverty alleviation project, responsible for the organization and leadership of the photovoltaic power generation project implementation. The leading group will set up an office, located in the county Development and Reform Commission, responsible for selecting poor villages and households, formulating annual plans, leading the organization of project implementation, and the daily work of the leading group office. Each township (street) will establish a corresponding organization in the same way, strengthening leadership, coordinating resources, and implementing the project's implementation and promotion.
(2) Clarify Responsibilities and Division of Labor. The county Development and Reform Commission and Poverty Alleviation Office are responsible for publicity and mobilization, selecting poor villages and households, obtaining and allocating photovoltaic power generation indicators, formulating photovoltaic poverty alleviation implementation plans, formulating annual plans, and leading the organization of project implementation; the county finance department is responsible for fund raising and supervision; the county financial management department is responsible for coordinating financial institutions to support photovoltaic poverty alleviation; county power supply enterprises should accelerate the implementation of rural power grid transformation and upgrading to ensure that the needs of photovoltaic power generation are met, and are responsible for meter debugging and installation, grid-connected power generation, and timely payment of grid-connected electricity subsidies. The county supervision department is responsible for supervision and inspection; the county supervisory commission is responsible for conducting performance appraisals of the project implementation in townships; township governments organize township (town), village cadres, and village poverty alleviation teams to carry out project promotion, construction coordination, coordination of problems arising during project implementation, and cooperation in inspection and acceptance.
(3) Strengthen Assessment and Evaluation. The photovoltaic poverty alleviation construction project will be included as an important part of the 2017 poverty alleviation and development work, including industrial poverty alleviation to households and whole-village promotion projects, and will be included in the 2017 poverty alleviation and development work assessment for townships and county-level supporting units. For land plots that meet the construction requirements and are applied for by townships, each township must complete land measurement, leasing, and clearing (clearing seedlings, trees, dilapidated houses and their foundations) within 15 working days. Site clearing, delivery and use are directly linked to the year-end assessment of township secretaries and mayors. Each township secretary is the first coordinator for photovoltaic construction and will assign a fixed person to liaise with photovoltaic construction work. The poverty alleviation leading group will organize a supervisory group to conduct irregular inspections of the construction progress in each township, and will also issue county-wide announcements on townships that are lagging behind in land leveling and delivery. Townships should make scientific arrangements, grasp policies, organize carefully, and promote implementation, ensuring that this practical matter of precise poverty alleviation and increased income for the people is done well. County-level supporting units should immediately organize relevant personnel, in accordance with the requirements of the county Party committee and county government's annual poverty alleviation work opinions, to go to villages and households to support townships in grasping the implementation and promotion of projects.
