Notice from the Office of the National Development and Reform Commission and the Comprehensive Department of the National Energy Administration regarding
the announcement of grid-parity wind power and photovoltaic power generation projects in 2020

  Development and Reform Commissions and Energy Bureaus of each province, autonomous region, municipality directly under the Central Government, and Xinjiang Production and Construction Corps; each dispatched institution of the National Energy Administration; State Grid Corporation of China; China Southern Power Grid Co., Ltd.; Inner Mongolia Power (Group) Co., Ltd.; Power Planning & Design Institute; Hydropower and Water Resources Planning & Design Institute; and all relevant power generation enterprises:
  In accordance with the requirements of the "Notice of the National Development and Reform Commission and the National Energy Administration on Actively Promoting the Relevant Work of Subsidy-Free Grid-Parity Wind Power and Photovoltaic Power Generation" (NDRC Energy [2019] No. 19) and the "Notice on Relevant Matters Concerning the Construction of Wind Power and Photovoltaic Power Generation Projects in 2020" (NEA New Energy [2020] No. 17), and combining the information submitted by provincial energy authorities, the installed capacity of grid-parity wind power projects in 2020 is 11.3967 million kW, and the installed capacity of grid-parity photovoltaic power generation projects is 33.0506 million kW. This is hereby announced.
  Relevant project units should expedite the development and construction of grid-parity wind power and photovoltaic power generation projects. The first batch of 2019 and 2020 grid-parity wind power and photovoltaic power generation projects must be approved (registered) and commence construction before the end of 2020. Except for reasons of grid connection and absorption limitations, wind power projects must be connected to the grid before the end of 2022, and photovoltaic power generation projects must be connected to the grid before the end of 2021. The National Energy Administration will annually review and announce the grid-parity wind power and photovoltaic power generation projects connected to the grid within the prescribed time limit. Grid-parity wind power and photovoltaic power generation projects that fail to connect to the grid within the prescribed time limit will be removed from the list of the first batch of 2019 and 2020 grid-parity wind power and photovoltaic power generation projects.
  Power grid enterprises should, in accordance with the relevant policies on grid-parity projects, earnestly implement their responsibilities for grid connection project construction, ensure priority power generation and full-guarantee purchase for grid-parity projects, and sign long-term fixed-price power purchase and sale contracts (no less than 20 years) with grid-parity wind power and photovoltaic power generation projects at the locally regulated coal-fired benchmark on-grid electricity price at the time of project approval.
  Relevant provincial energy authorities and dispatched institutions of the National Energy Administration should coordinate the promotion of relevant project construction and strengthen supervision of the implementation of relevant support policies.
