State Council: Photovoltaic power generation targets begin to tilt towards Northeast China

On a cold winter's day, the State Council sent another good policy to warm the people of Northeast China. On November 1, the State Council issued the "Opinions on Deepening the Implementation of a New Round of Revitalization Strategy for Northeast China and Accelerating the Steady and Upward Trend of the Regional Economy" (hereinafter referred to as the "Opinions") (State Council Document No. 62 [2016]). The Opinions clarify the development direction of new energy in Northeast China.

  On this cold winter day, the State Council has again delivered warm policies for the people of Northeast China. On November 1, the State Council issued the "Opinions on Deepening the Implementation of a New Round of Revitalization Strategy for Northeast China and Accelerating the Steady and Upward Trend of the Regional Economy" (hereinafter referred to as the "Opinions"), document No. Guofa [2016] 62. The Opinions clearly define the development direction of new energy in the Northeast region.

  The Opinions point out that in the future, new ultra-high voltage power transmission channels will be studied and constructed in the Northeast region. A special work plan for the reform of the power system in the Northeast region will be formulated to effectively reduce the cost of electricity for enterprises. The scope of pilot projects for electricity substitution will be expanded, the wind power clean heating project will be fully implemented, and photovoltaic heating demonstration projects will be carried out in areas with suitable conditions. The Northeast region will be given preferential treatment in the annual construction scale of photovoltaic power plants. Support Jilin Province in carrying out pilot projects for the on-site consumption of renewable energy. Support diversified investment entities to participate in the construction of pumped storage power stations. Increase the proportion of central budgetary funds for the upgrading and transformation of rural power grids in the Northeast region.

  In the new round of revitalization of Northeast China, how should new energy be developed? As early as June 21 this year, the National Energy Administration issued the "Implementation Opinions on Promoting the Coordinated Development of Electricity in Northeast China" to the Development and Reform Commissions (Energy Bureaus, Price Bureaus) of Liaoning, Jilin, Heilongjiang, Inner Mongolia, Hebei, and Shandong provinces (regions), the Northeast Energy Regulatory Bureau, the State Grid Corporation, Huaneng, Datang, Huadian, Guodian, and SPIC Group, Shenhua Group, China Resources Group, and CITIC Group. The document addresses issues such as "the relatively serious oversupply of electricity in the Northeast region in recent years, difficulties in electricity consumption and system peak regulation, and the persistent serious haze phenomenon caused by factors such as climate conditions, coal-fired heating, and straw burning." According to incomplete statistics from Century New Energy Network, based on the opinions issued by the National Energy Administration in June, the Northeast region will release about 19.16GW of clean energy potential in the next 5 years.   This "Opinions on Deepening the Implementation of a New Round of Revitalization Strategy for Northeast China and Accelerating the Steady and Upward Trend of the Regional Economy" once again emphasizes policies such as "carrying out photovoltaic heating demonstration projects in suitable areas in the Northeast and giving preferential treatment to the Northeast region in the annual construction scale of photovoltaic power plants." This shows the importance and concern the state attaches to the development of new energy in the process of revitalizing the Northeast.

  "The state now clearly supports Jilin's development of photovoltaics. I believe that this document will be very beneficial to the development of photovoltaics, but it is very important how the national document is implemented in Jilin Province." Li Qinwei, director of the Planning Department of Jilin Provincial Electric Power Survey and Design Institute, said in an interview with Century New Energy Network that photovoltaics need to solve the problem of development. In the past, Jilin Province always demanded photovoltaic targets, but the implementation and construction of photovoltaic targets were relatively poor. Supervision and management are needed, more reasonable planning is needed, and detailed rules and supporting policies need to be introduced at the provincial level. The implementation of photovoltaic addition and photovoltaic poverty alleviation should be done well, and the application of innovative ideas and models such as photovoltaic heating in Jilin Province should be done well to avoid the situation where wind power clean heating started early but developed slowly, and supporting policies were not summarized and supported in time.

  "In our original layout, although the Northeast has abundant resources, due to various reasons, the Northeast was not a key area. However, the state has now clearly increased its support for the photovoltaic industry in the Northeast. We will also increase our investment in distributed photovoltaics and photovoltaic poverty alleviation in the Northeast region." Tang Hongbin, president of the Northeast Branch of Xinyi New Energy, said in an interview regarding the release of the Opinions that the Northeast region has developed agriculture, many large and flat roofs, and good solar resources. In fact, including Xinyi and other industry insiders are very optimistic about the development prospects of photovoltaics in the Northeast region. Many photovoltaic industry insiders told reporters that if local governments can break the monopoly in policy support such as indicator allocation, conduct fair, just, and open Bidding, and set up scientific and reasonable project indicators, the development of photovoltaics in the Northeast region will surely make a breakthrough!
