The notice points out that photovoltaic poverty alleviation will be implemented in 50,000 registered poor villages with good sunlight conditions, ensuring that 2.8 million registered poor households without the ability to work will see an increase in annual income of over 3,000 yuan per household. Other poverty-stricken areas with good sunlight conditions can implement the project based on local conditions.

The notice stated that photovoltaic poverty alleviation would be implemented in 50,000 registered poor villages with good light conditions, where pilot programs had been carried out earlier, ensuring that 2.8 million registered poor households without the capacity for work would have an annual increase in income of more than 3,000 yuan per household. Other poverty-stricken areas with good light conditions can implement them as appropriate according to local conditions.
This time, the State Council proposed that in terms of industrial integration, the notice proposes combining the backbone power grid with distributed energy. By 2020, poor villages will basically achieve full coverage of stable and reliable power supply services, and the power supply capacity and service level will be significantly improved. Vigorously develop rural clean energy, promote the development and utilization of renewable energy such as small hydropower, solar energy, wind energy, and agricultural and livestock waste in poor villages. Develop biogas projects according to local conditions. Encourage the combination of distributed photovoltaic power generation with facility agriculture, and promote the application of solar water heaters, solar cookers, small wind power, and other small rural energy facilities.
