The Opinions provide guidance for rural development, including important information on energy and environmental protection, which are of concern to Xiaonengshi. The Opinions point out the need to vigorously promote efficient and ecological circular farming and breeding models, accelerate the centralized processing of livestock and poultry manure, and promote the healthy development of large-scale biogas projects.

  After years of unremitting efforts, China's agricultural and rural development has continuously reached new heights and has entered a new historical stage. The main contradiction in agriculture has shifted from insufficient total quantity to structural contradictions, prominently manifested in the coexistence of temporary oversupply and undersupply, with the main aspect of the contradiction lying on the supply side. In recent years, China has actively explored agricultural transformation, adjustment of structure, and promotion of reforms, laying a certain foundation for further promoting agricultural transformation and upgrading. However, problems such as imbalance in the supply and demand structure of agricultural products, unreasonable allocation of factors, great pressure on resources and the environment, and weak sustained growth in farmers' income remain prominent. Contradictions such as increasing output and improving quality, rising costs and low prices, high inventories and sluggish sales, small-scale production and large markets, and inverted domestic and international prices urgently need to be resolved. It is necessary to adapt to new situations and requirements, adhere to a problem-oriented approach, adjust the focus of work, deepen the supply-side structural reform in agriculture, accelerate the cultivation of new driving forces for agricultural and rural development, and create a new situation for agricultural modernization.

  To advance the supply-side structural reform in agriculture, we must, on the basis of ensuring national food security, closely focus on changes in market demand, take increasing farmers' income and ensuring effective supply as the main goals, take improving the quality of agricultural supply as the main direction of attack, and take institutional reform and mechanism innovation as the fundamental approach. Optimize the agricultural industrial system, production system, and operation system, improve land output rate, resource utilization rate, and labor productivity, and promote the transformation of agricultural and rural development from excessive reliance on resource consumption and mainly meeting quantitative needs to pursuing green, ecological sustainability and paying more attention to meeting qualitative needs.

  Promoting the supply-side structural reform in agriculture is a long-term process, and there are many major challenges in handling the relationship between government and market and coordinating the interests of all parties. We must face difficulties and challenges directly, unswervingly advance reforms, bravely bear the pains of reform, strive to reduce the costs of reform, actively prevent reform risks, and ensure that grain production capacity does not decrease, that the momentum of farmers' income increase does not reverse, and that rural stability is not compromised.

  In 2017, agricultural and rural work will fully implement the spirit of the 18th National Congress of the Communist Party of China and the Third, Fourth, Fifth, and Sixth Plenary Sessions of the 18th Central Committee, be guided by Deng Xiaoping Theory, the important thought of "Three Represents," and the Scientific Outlook on Development, and thoroughly implement General Secretary Xi Jinping's series of important speeches and the new concepts, ideas, and strategies for governing the country and managing state affairs. Adhere to the new development concept, coordinate the promotion of agricultural modernization and new urbanization, take the promotion of supply-side structural reform in agriculture as the main line, focus on increasing agricultural efficiency, farmers' income, and rural greenery, strengthen technological innovation leadership, accelerate the pace of structural adjustment, increase the intensity of rural reforms, improve the comprehensive efficiency and competitiveness of agriculture, promote new progress in the construction of socialist new rural areas, and strive to make greater strides in the construction of a comprehensive well-off society in rural areas.

  I. Optimize the product industrial structure and focus on promoting the improvement of quality and efficiency in agriculture

  1. Comprehensively adjust the planting structure of grain, economic crops, and feed. In accordance with the requirements of stabilizing grain production, optimizing economic crops, and expanding feed production, accelerate the construction of a ternary planting structure that coordinates the development of grain, economic crops, and feed. For grain crops, stabilize the production of rice and wheat, ensure absolute food security, focus on developing high-quality rice and strong and weak gluten wheat, continue to reduce grain maize in non-advantageous areas, and increase high-quality edible soybeans, potatoes, miscellaneous grains, and miscellaneous beans. For economic crops, optimize the variety quality and regional layout, consolidate the production of cotton, oil crops, and sugar crops in major producing areas, and promote the increase in value and efficiency of horticultural crops. For feed crops, expand the planting area, develop high-quality forage such as silage maize and alfalfa, and vigorously cultivate a modern forage industry system. Accelerate the structural adjustment of the northern agro-pastoral interlaced zone to form a planting structure that combines raising with planting, integrates animal husbandry, forestry, and agriculture, and combines grass, fruits, and vegetables. Continue to carry out pilot programs for grain-to-feed and grain-to-bean subsidies.

  2. Develop large-scale and efficient animal husbandry. Stabilize pig production, optimize the regional layout of pig farming in southern water network areas, and guide production capacity to areas with large environmental capacity and major maize producing areas. Accelerate breed improvement and vigorously develop cattle and sheep and other herbivorous livestock farming. Comprehensively revitalize the dairy industry, focusing on supporting moderately scaled family farms, guiding the expansion of fresh milk consumption, strictly enforcing the labeling system for reconstituted milk, and cultivating high-quality domestic brands. Reasonably determine the scale of aquaculture in inland waters such as lakes and reservoirs, and promote the reduction in quantity and increase in efficiency of aquaculture. Promote integrated rice-fish farming and aquaculture in low-lying saline-alkali land. Improve the limits on fishing, fishing bans, and areas in rivers, lakes, and seas, and take the lead in achieving a complete ban on fishing in aquatic biological protection areas in the Yangtze River Basin. Scientifically and orderly develop tidal flat resources. Support intensive and healthy offshore aquaculture, develop modern marine ranches, strengthen regional coordinated protection, and reasonably control offshore fishing. Actively develop distant-water fisheries. Establish a total quantity management system for marine fishery resources, regulate various types of marine use activities for fisheries, support fishermen in reducing ships and transferring industries.

  3. Develop and strengthen advantageous and characteristic industries. Implement an action plan to improve the quality and efficiency of advantageous and characteristic agriculture, promote the upgrading of industries such as miscellaneous grains and beans, vegetables and melons, tea and sericulture, flowers and seedlings, edible fungi, Chinese medicinal materials, and characteristic animal husbandry, and turn local specialties and small varieties into large industries that drive farmers' income growth. Vigorously develop characteristic economic forests such as woody oil crops, valuable tree species timber forests, flowers, bamboo and rattan, forest foods, and other green industries. Implement the construction project for forest ecological logo products. Carry out standardized production demonstrations of characteristic agricultural products, and build a number of geographical indication agricultural products and origin protection bases. Promote the construction of regional public brands for agricultural products, support local areas in building regional characteristic brands based on advantageous enterprises and industry associations, and introduce modern elements to transform and upgrade traditional famous and high-quality brands.

  4. Further optimize the regional layout of agriculture. Based on the planning of main functional areas and the layout of advantageous agricultural products, scientifically and reasonably delineate functional areas for the production of rice, wheat, and maize grains and protected areas for the production of important agricultural products such as soybeans, cotton, rapeseed, sugarcane, and natural rubber. All land plots in functional areas and protected areas will be registered, mapped, and stored in the database to achieve information-based and precise management. Urgently study and formulate construction standards for functional areas and protected areas, improve incentive mechanisms and support policies, and implement the responsibilities of construction and management entities at all levels. Formulate a construction plan for advantageous areas of characteristic agricultural products, establish evaluation standards and technical support systems, and encourage various places to strive to create advantageous areas for characteristic agricultural products such as horticultural products, livestock products, aquatic products, and forest products.

  5. Comprehensively enhance the quality of agricultural products and food safety levels. Adhere to the principle of quality-oriented agriculture, implement the agricultural standardization strategy, highlight the orientation of high quality, safety, and green development, and improve the agricultural product quality and food safety standards system. Support new agricultural business entities in applying for "Three Products and One Standard" certification, promote the facilitation of agricultural product trademark registration, and strengthen brand protection. Guide enterprises to obtain international organic agricultural product certification and accelerate the improvement of the authority and influence of domestic green and organic agricultural product certification. Effectively strengthen the protection of the origin environment and source governance, implement good agricultural production practices, promote the production record account system, and strictly enforce relevant regulations on the production, sales, and use of agricultural inputs. Carry out in-depth investigations into the exceeding of pesticide and veterinary drug residues, especially the abuse of antibiotics in the livestock industry, and severely crack down on behaviors such as the illegal and excessive use of pesticides and veterinary drugs, illegal addition, and exceeding the scope and limit of food additives. Improve the regulatory system for agricultural product quality and food safety, strengthen risk-based management and local responsibilities, and increase the intensity of sampling and monitoring. Establish a comprehensive service platform for traceability and supervision that is fully traceable and interconnected. Encourage production and operation entities to purchase food safety liability insurance. Expedite the revision of the Agricultural Product Quality Safety Law.

  6. Actively develop moderately scaled operations. Vigorously cultivate new agricultural business entities and service entities, and accelerate the development of land transfer-type and service-driven scaled operations through various methods such as transfer of operating rights, shareholding cooperation, contracted farming, and land entrustment. Actively guide farmers, on a voluntary basis, to achieve contiguous planting per household through methods such as land exchange within villages and groups. Improve the identification methods for family farms and support family farms of moderate scale. Strengthen the standardized construction of farmer cooperatives and actively develop integrated cooperation in production, supply and marketing, and credit. Summarize and promote the pilot experience of comprehensive socialization services for agricultural production throughout the process, and support the cultivation of business service organizations such as agricultural machinery operations, farmland irrigation and drainage, unified pest and disease control, and drying and storage. Support the supply and marketing, postal, and agricultural machinery systems in playing the role of a comprehensive service platform for agriculture, and promote the transformation of traditional agricultural materials distribution outlets into modern agricultural materials comprehensive service providers. Encourage local governments to explore land transfer performance guarantee insurance. Study the establishment of an evaluation index system for moderately scaled agricultural operations to guide the healthy development of scaled operations.

  7. Construct modern agricultural industrial parks. Based on large-scale planting and breeding bases, relying on the leading role of agricultural industrialization enterprises, gathering modern production factors, and constructing modern agricultural industrial parks with "production, processing, and technology," to give full play to the functions of technology integration, industrial integration, entrepreneurial platforms, and core radiation. Scientifically formulate industrial park plans and comprehensively plan production, processing, logistics, research and development, demonstration, and service functional areas. Encourage local governments to comprehensively use funds from related projects such as high-standard farmland construction, comprehensive agricultural development, and the development of modern agricultural production to concentrate on the construction of industrial park infrastructure and supporting service systems. Attract leading enterprises and research institutions to construct and operate industrial parks, develop facility agriculture, precision agriculture, deep processing, and modern marketing, drive new agricultural business entities and farmers to achieve specialized, standardized, and intensive production, and promote the upgrading of all aspects of agriculture and the value-added of the entire chain. Encourage farmers and returned and rural personnel to participate in construction and share benefits through various methods such as order agriculture, shareholding cooperation, and in-park entrepreneurship and employment.

  8. Create a favorable international trade environment for agricultural products. Make comprehensive use of international markets, optimize the domestic agricultural product supply structure, and improve the fair competition environment for the import of agricultural products. Improve the laws and regulations on anti-subsidy, anti-dumping, and safeguard measures for agricultural product trade, and conduct trade remedy investigations on imported agricultural products in accordance with the law. Encourage the expansion of exports of advantageous agricultural products and increase the intensity of overseas promotion. Strengthen agricultural external cooperation and promote the "going global" of agriculture. Focusing on countries and regions along the Belt and Road and surrounding areas, support agricultural enterprises in conducting transnational operations, establishing overseas production bases and processing, warehousing, and logistics facilities, and cultivating large enterprises and groups with international competitiveness. Actively participate in the formulation and revision of international trade rules and international standards, and promote the mutual recognition of agricultural product certification results. Carry out in-depth comprehensive governance of agricultural product smuggling and implement special crackdown actions.

  II. Promote green production methods and enhance the sustainable development capacity of agriculture

  9. Promote clean agricultural production. Deepen the action plan for zero growth of chemical fertilizers and pesticides, carry out pilot programs for replacing chemical fertilizers with organic fertilizers, and promote cost reduction and efficiency increase in agriculture. Establish and improve the production supervision and product traceability system for the chemical fertilizer and pesticide industry, and strictly manage industry access. Vigorously promote efficient and ecological circular planting and breeding models, accelerate the centralized treatment of livestock and poultry manure, and promote the healthy development of large-scale biogas. Promote pilot programs for the resource utilization of agricultural waste at the county level and explore the establishment of sustainable operation and management mechanisms. Encourage local governments to increase support for the comprehensive utilization of crop straw and improve the subsidy mechanism for diversified straw utilization. Continue to carry out pilot demonstrations of clean production of plastic film. Promote the creation of national demonstration areas for sustainable agricultural development.

  10. Implement large-scale agricultural water-saving projects. Take agricultural water conservation as a directional and strategic matter, and accelerate the improvement of the national policy system supporting agricultural water conservation. Increase the intensity of water-saving transformation and construction of large and medium-sized irrigation and drainage backbone projects, simultaneously improve farmland water-saving facilities, and construct modern irrigation areas. Vigorously implement regional large-scale high-efficiency water-saving irrigation actions and concentrate on building a number of high-efficiency water-saving irrigation projects. Steadily promote the construction of high-efficiency water-saving irrigation forage land in pastoral areas and strictly restrict the extraction of groundwater for irrigation of artificial pastures in ecologically fragile areas. Establish and improve the technical and product standards system for agricultural water conservation. Accelerate the development of complete, series-matched, and reliable water-saving irrigation technologies and products, vigorously popularize water-saving irrigation technologies such as sprinkler irrigation and drip irrigation, and increase the promotion of agricultural water-saving technologies such as water-fertilizer integration. Comprehensively promote the comprehensive reform of agricultural water prices, implement the main responsibilities of local governments, and accelerate the establishment of a reasonable water price formation mechanism and a water-saving incentive mechanism. Comprehensively implement water quota management and conduct assessments of the construction of county-level water-saving societies. Implement the third national water resources survey and evaluation.

  11. Concentratedly govern prominent issues in the agricultural environment. Implement planning for the rest and recuperation of cultivated land, grasslands, and rivers and lakes. Conduct a detailed investigation of soil pollution conditions, deeply implement the soil pollution prevention and control action plan, and continue to carry out pilot programs for the remediation of heavy metal-contaminated cultivated land and the adjustment of planting structures. Expand the pilot scope of comprehensive governance of agricultural non-point source pollution. Increase support for the protection of black soil in Northeast China. Promote pilot programs for the crop rotation and fallow system and reasonably set subsidy standards. Support local governments in focusing on soil improvement for facility agriculture and increasing soil organic matter. Expand the scope of comprehensive governance of groundwater overdraft areas in North China. Accelerate the implementation progress of the new round of returning farmland to forests and grasslands. After the expiration of the subsidy policy period for the previous round of returning farmland to forests, the qualified returned farmland to ecological forests will be included in the central and local forest ecological benefit compensation scope respectively. Continue to implement the returning grazing land to grassland project. Promote the governance of cultivated grasslands in the northern agricultural and pastoral interlaced zone. Implement wetland protection and restoration projects.

  12. Strengthen the construction of major ecological projects. Promote the overall protection, systematic restoration, and comprehensive governance of mountains, rivers, forests, fields, and lakes, and accelerate the construction of a national ecological security barrier. Comprehensively promote large-scale land greening actions. Launch major ecological restoration projects in the Yangtze River Economic Belt and implement the requirements of "jointly grasping large-scale protection and not engaging in large-scale development." Continue to implement key forestry ecological projects and promote the construction of forest quality precision improvement projects. Improve the subsidy policy for the complete cessation of commercial logging of natural forests. Accelerate the construction of national parks. Strengthen the construction of national reserve forest bases. Promote the ban and restoration and governance of desertified land. Increase the protection of wildlife and rare germplasm resources, and promote the rescue protection of endangered wildlife and the construction of nature reserves. Strengthen the comprehensive governance of soil erosion and water ecological restoration in key areas, and continue to carry out the construction of river and lake water system connectivity projects.

  III. Develop new industries and new formats, and expand the value chain of agricultural industries

  13. Vigorously develop the rural leisure tourism industry. Give full play to the unique advantages of the rich material and intangible resources in rural areas, and use models such as "tourism" and "ecological" to promote the deep integration of agriculture, forestry, tourism, education, culture, and health preservation industries. Enrich the types and products of rural tourism, create various themed rural tourism destinations and boutique routes, and develop rural-style homestays and health-care bases. Encourage rural collective economic organizations to establish rural tourism cooperatives or jointly run rural tourism enterprises with social capital. Raise construction funds through multiple channels, vigorously improve the public service facilities for leisure agriculture, rural tourism, and forest health preservation, and prioritize broadband full coverage in key villages. Improve industry standards for leisure agriculture and rural tourism, and establish and improve regulatory norms for food safety, fire safety, and environmental protection. Support the protection of traditional villages, maintain the overall appearance of ethnic minority villages, and implement contiguous protection and moderate development in areas with conditions.

  14. Promote the development of rural e-commerce. Promote the comprehensive integration of new agricultural operators, processing and distribution enterprises, and e-commerce enterprises, and promote the interactive development of online and offline. Accelerate the establishment and improvement of a standard system suitable for agricultural product e-commerce development. Support the construction of agricultural product e-commerce platforms and rural e-commerce service sites. Promote interoperability between commerce, supply and marketing, postal services, and e-commerce, strengthen the construction of the logistics system from villages to townships, and implement the express delivery to rural areas project. Deeply implement the comprehensive demonstration project of e-commerce into rural areas. Encourage localities to develop e-commerce industrial parks in a standardized manner, focusing on functions such as Brand promotion, logistics distribution, talent cultivation, Powered by, and quality and safety.   15. Accelerate the development of the modern food industry. Guide processing enterprises to concentrate in major producing areas, advantageous producing areas, and industrial parks, and create food processing industrial clusters in advantageous agricultural product producing areas. Increase support for technological transformation in the food processing industry and develop production and processing equipment with independent intellectual property rights. Encourage food companies to establish R&D institutions and develop new products that meet market demand around "original brands." Implement the action plan to improve the staple food processing industry, actively promote the industrialized and scaled production of traditional staple foods, and vigorously develop convenience foods, leisure foods, frozen foods, and potato staple food products. Strengthen research on modern biological and nutritional enhancement technologies, and explore and develop foods with health functions.   16. Cultivate livable and prosperous characteristic towns and villages. Based on industries with foundations, characteristics, and potential, construct a number of characteristic towns and villages that integrate agricultural, cultural, and tourism "three in one," improve production, life, and ecological conditions simultaneously, and deeply integrate the primary, secondary, and tertiary industries. Support local governments in strengthening the construction of industrial support, infrastructure, public services, and environmental appearance in characteristic towns and villages. Create an upgraded version of "one village, one product," developing specialized villages with unique characteristics. Support the construction of rural areas with farmers' cooperatives as the main body, allowing farmers to fully participate and benefit, integrating circular agriculture, creative agriculture, and agricultural experience into a rural complex, and conducting pilot demonstrations through channels such as agricultural comprehensive development and rural comprehensive reform transfer payments. Deeply implement the pilot demonstration project for rural industrial integration development and support the construction of a number of rural industrial integration development demonstration parks.

  IV. Strengthen technological innovation to drive and lead the accelerated development of modern agriculture

  17. Strengthen agricultural scientific research and development. Adapt to the new requirements of agricultural transformation and structural adjustment, and adjust the direction and priorities of agricultural scientific and technological innovation. Integrate scientific and technological innovation resources, improve the national agricultural scientific and technological innovation system and the modern agricultural industrial technology system, establish a number of modern agricultural industrial scientific and technological innovation centers and agricultural scientific and technological innovation alliances, and promote the construction of resource open sharing and service platforms and bases.   18. Strengthen agricultural technology promotion. Innovate public agricultural technology extension service methods, introduce project management mechanisms, promote government procurement of services, and support the broad participation of various social forces in agricultural technology promotion. Encourage local governments to establish agricultural science, education, production, research, and education integrated agricultural technology promotion alliances, and support agricultural technology extension personnel in conducting technical cooperation with family farms, farmers' cooperatives, and leading enterprises.   19. Improve the incentive mechanism for agricultural science and technology innovation. Implement the training plan for outstanding talents in agricultural research, and deepen the pilot reform of scientific research achievement rights.   20. Improve the construction level of agricultural science and technology parks. Scientifically formulate park plans, highlight the functions of scientific and technological innovation, research and development applications, experimental demonstrations, scientific and technological services and training, and construct agricultural science and technology achievement transformation centers, scientific and technological personnel entrepreneurship platforms, and high-tech industrial incubation bases to create a modern agricultural innovation highland. Support park-industry-university-research cooperation in establishing various research institutions, testing and testing centers, academician and expert workstations, and technology transaction institutions, etc., scientific research and service platforms. Support park enterprises and research institutions to conduct research and development and promotion of key common technologies for characteristic and advantageous industries based on regional realities. Improve the management methods and monitoring and evaluation mechanisms of national agricultural science and technology parks.

  21. Develop rural HR.
