Three departments jointly supervise the illegal occupation of forest land by the photovoltaic power generation project in Ruzhou, Henan

On March 29th and 30th, 2017, a joint supervision team consisting of the second division of the Wuhan Special Office of the State Forestry Administration, the Resource Management Department of the Provincial Forestry Department, and the Provincial Forest Public Security Bureau conducted supervision on the illegal occupation of forest land for photovoltaic projects by Ruizhou Zhongguang Nuclear Power Co., Ltd. Henan Branch, Pingmei Shenma Group, and Xintai Photovoltaic Power Technology Development Company.
On March 29th and 30th, 2017, a joint supervision team composed of the second division of the Wuhan Commissioner's Office of the State Forestry Administration, the Resource Management Department of the Provincial Forestry Department, and the Provincial Forest Public Security Bureau conducted supervision on the illegal encroachment of forest land for photovoltaic projects by the Henan branch of China General Nuclear Power Group Co., Ltd., Pingmei Shenma Group, and Xintai Photovoltaic Power Technology Development Company.
Over two days, the supervision team first conducted on-site investigations of the photovoltaic projects of Pingmei Shenma Group and Xintai Photovoltaic Power Technology Development Company suspected of illegal occupation of forest land (the Henan branch of China General Nuclear Power Group Co., Ltd. has completed the relevant procedures in accordance with the law), reviewed the case files, and held a briefing on the afternoon of the 30th to specifically listen to a report on the current handling of the photovoltaic projects suspected of illegal occupation of forest land. At the meeting, Comrade Zhang Jianqi, a member of the Standing Committee of the Ruzhou Municipal Committee and head of the United Front Work Department, reported on the case of the photovoltaic projects of Pingmei Shenma Group and Xintai Photovoltaic Power Technology Development Company suspected of illegal occupation of forest land. Minister Zhang pointed out that, firstly, the Ruzhou Municipal Forestry Bureau and Forest Public Security Bureau have promptly filed a case and conducted investigations on the case of the photovoltaic projects of Pingmei Shenma Group and Xintai Photovoltaic Power Technology Development Company suspected of illegal occupation of forest land; secondly, Ruzhou will severely punish projects suspected of illegal occupation of forest land; thirdly, it is ordered that the projects suspected of illegal occupation of forest land must dismantle photovoltaic facilities and restore the original state within a time limit; fourthly, Ruzhou will learn from this incident, conduct a comprehensive investigation, and resolutely prevent similar incidents from happening again. Wang Haitao, deputy director of the Wuhan Commissioner's Office of the State Forestry Administration, explained the responsibilities of the commissioner's office and the requirements for handling supervised cases, and exchanged and discussed issues that should be paid attention to in handling cases. Finally, Comrade Li Shanlin, secretary of the Discipline Inspection Commission of the Provincial Forestry Department and Forest Public Security Bureau, gave an important speech. Secretary Li emphasized that, firstly, ecological security is fundamental to maintaining ecological civilization; secondly, governance according to law is the foundation of a country ruled by law; thirdly, standardized law enforcement is the key to maintaining social order and economic development, and is also the most fundamental principle of governance according to law; Secretary Li pointed out that it is hoped that the Ruzhou Municipal Committee and Municipal Government will coordinate with relevant departments to promptly investigate and deal with behaviors that damage ecological construction in accordance with the law, and strictly investigate and handle cases in accordance with the law and promptly report the results of the investigation. The meeting believed that the Ruzhou Municipal Committee and Municipal Government responded quickly and dealt with the matters for supervision promptly. The supervision team expressed satisfaction with the current progress of the matters for supervision and hoped that the cases would be investigated and handled in accordance with the law and that the results would be reported as soon as possible.
