For distributed photovoltaic power generation put into operation after January 1, 2018, the full-electricity subsidy standard for the "self-generation and self-use, surplus electricity grid-connection" mode will be reduced to 0.37 yuan per kilowatt-hour, a decrease of 0.05 yuan per kilowatt-hour compared to the current subsidy standard.

  The detailed document is as follows:

  Development and Reform Commissions, Price Bureaus, Energy Bureaus, and Poverty Alleviation Offices of all provinces, autonomous regions, and municipalities directly under the Central Government; State Grid Corporation of China, China Southern Power Grid Company, and Inner Mongolia Power Company:

  In order to implement the requirements of the "Energy Development Strategic Action Plan (2014-2020)" issued by the General Office of the State Council regarding the gradual reduction of benchmark on-grid electricity prices for new energy, reasonably guide new energy investment, and promote the healthy and orderly development of the photovoltaic power generation industry, it has been decided to adjust the benchmark on-grid electricity price policy for photovoltaic power generation in 2018. After consultation with the National Energy Administration, the relevant matters are hereby notified as follows:

  I. Based on the current progress of photovoltaic technology and cost reduction, the benchmark on-grid electricity price for photovoltaic power stations put into operation after January 1, 2018 will be lowered. The benchmark on-grid electricity prices for Class I, II, and III resource zones will be adjusted to 0.55 yuan, 0.65 yuan, and 0.75 yuan (inclusive of tax) per kilowatt-hour, respectively. From 2019 onwards, all photovoltaic power generation projects included in the annual scale management of fiscal subsidies will implement the corresponding benchmark electricity prices according to their commissioning time.

  II. For distributed photovoltaic power generation projects put into operation after January 1, 2018, using the "self-generation and self-use, surplus electricity grid-connection" mode, the full-electricity subsidy standard will be reduced by 0.05 yuan, i.e., the subsidy standard will be adjusted to 0.37 yuan (inclusive of tax) per kilowatt-hour. Distributed photovoltaic power generation projects using the "full-grid connection" mode will follow the prices of photovoltaic power stations in the corresponding resource zone. Self-used electricity for distributed photovoltaic power generation projects is exempt from various government-levied funds and surcharges, system reserve capacity fees, and other related grid connection service fees that are collected along with electricity prices.

  III. The benchmark electricity price for village-level photovoltaic poverty alleviation power stations (0.5 MW and below) and the per-kilowatt-hour subsidy standard for household distributed photovoltaic poverty alleviation projects will remain unchanged.

  IV. All new energy power generation enterprises and grid enterprises must truthfully and completely record and preserve relevant data on on-grid electricity transactions, prices, and subsidy amounts for relevant power generation projects, accept supervision and inspection by relevant departments, and submit relevant data to the National Renewable Energy Information Management Center before the 10th of each month. Price authorities at all levels should strengthen supervision of the implementation of new energy on-grid electricity prices and the settlement of electricity price surcharges and subsidies, and urge the implementation of relevant on-grid electricity price policies.

  V. Encourage local governments to carry out pilot reforms and market-oriented Bidding and pricing of photovoltaic power generation distribution prices according to national regulations, and gradually improve the mechanism for discovering prices through the market.

  VI. The above regulations will be implemented from January 1, 2018.
