2018 Central No. 1 Document: Photovoltaic Poverty Alleviation Aids in Enriching the Rural Population; Rural Photovoltaic Power Stations Become a Beautiful Scenery

On February 4, 2018, the No. 1 Central Document of the Communist Party of China (CPC) was released. This is the 20th such document since the beginning of reform and opening up, and the 15th since the start of the new century. The document, titled "Opinions of the CPC Central Committee and the State Council on Implementing the Rural Revitalization Strategy," was released by Xinhua News Agency with authorization. The document provides a comprehensive deployment for the implementation of the rural revitalization strategy.

  Released on February 4 by Xinhua News Agency, this is the 20th No. 1 Central Document since the reform and opening up, and the 15th since the beginning of the new century. The document, titled "Opinions of the CPC Central Committee and the State Council on Implementing the Rural Revitalization Strategy," provides a comprehensive deployment for the implementation of the Rural Revitalization Strategy.

  The document makes arrangements and deployments in terms of improving the quality of agricultural development, promoting green development in rural areas, promoting the prosperity and development of rural culture, building a new rural governance system, improving the level of rural livelihood security, winning the battle against targeted poverty alleviation, strengthening institutional support for rural revitalization, strengthening talent support for rural revitalization, strengthening investment support for rural revitalization, and upholding and improving the Party's leadership over "three rural" work.

  The document sets the goals and tasks for implementing the Rural Revitalization Strategy: By 2020, significant progress will be made in rural revitalization, and the institutional framework and policy system will be basically established; by 2035, decisive progress will be made in rural revitalization, and agricultural and rural modernization will be basically achieved; by 2050, comprehensive rural revitalization will be achieved, with a strong agriculture, beautiful countryside, and wealthy farmers.

  On December 29, 2017, based on the summary of pilot work, the National Energy Administration, together with the State Council Poverty Alleviation Office, jointly issued the "Notice on Issuing the First Batch of "Thirteenth Five-Year Plan" Photovoltaic Poverty Alleviation Project Plans," issuing plans for 8689 village-level photovoltaic poverty alleviation power stations, with a total installed capacity of 4,186,237.852 kilowatts. The photovoltaic poverty alleviation power stations issued this time are located in 14556 registered impoverished villages in 236 key photovoltaic poverty alleviation counties in 14 provinces (regions). After completion, the power stations will fully leverage the advantages of the photovoltaic industry, enhance the economic strength of impoverished villages, and benefit 710,751 registered impoverished households.

  It is reported that since the launch of the photovoltaic poverty alleviation pilot program in 2015, 7.9 million kilowatts of photovoltaic poverty alleviation projects have been arranged, and approximately 800,000 registered impoverished households have been assisted so far.

  Now, in vast rural areas, people are getting rich by using sunlight to generate electricity, not only meeting their own electricity needs but also selling the surplus electricity to the grid. It is believed that in the future, the development of rooftop photovoltaic power stations in rural areas, utilizing residential area development, will become popular, and the development of "photovoltaic villages" will flourish!
