Second batch of pilot cities for clean heating in northern China announced, adding 23 cities in Shanxi, Hebei, Shandong, Henan, and Shaanxi

On August 27, a list of 23 cities in the second batch of pilot cities for winter clean heating in northern China supported by central government finance was announced. These cities include 23 cities in Hebei, Shanxi, Shandong, Henan, and Shaanxi provinces. According to the expert panel review results, the cities tentatively included in the second batch of central government financial support for winter clean heating pilot programs in northern China (sorted by administrative division sequence) are: Handan, Xingtai, Zhangjiakou, Cangzhou, Yangquan, Changzhi, Jincheng, Jinzhong, Yuncheng, Linfen, Luliang, Zibo, Jining, Binzhou, Dezhou, Liaocheng, Heze, Luoyang, Anyang, Jiaozuo, Puyang, Xi'an, and Xianyang.

Based on the expert panel's evaluation results, the following 23 cities are proposed to be included in the second batch of pilot programs for central government financial support for clean winter heating in northern China (listed in administrative order): Handan, Xingtai, Zhangjiakou, Cangzhou, Yangquan, Changzhi, Jincheng, Jinzhong, Yuncheng, Linfen, Lvliang, Zibo, Jining, Binzhou, Dezhou, Liaocheng, Heze, Luoyang, Anyang, Jiaozuo, Puyang, Xi'an, and Xianyang.
According to the Notice on Expanding Central Government Financial Support for Winter Clean Heating in Northern China Cities jointly issued by the Ministry of Finance, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, and the National Energy Administration in July (hereinafter referred to as the "Notice"), the subsidy standards for Handan, Xingtai, and other "2+26" cities will still be implemented according to the standards of relevant documents from 2017. The subsidy standard for Zhangjiakou will be 500 million yuan per year, similar to the "2+26" cities, while the Fenwei Plain will be subsidized 300 million yuan per city per year in principle.
The Three-Year Action Plan for Winning the Blue Sky Protection War, issued by the State Council, includes the Fenwei Plain as a key area. This includes Jinzhong, Yuncheng, Linfen, and Lvliang cities in Shanxi Province; Luoyang and Sanmenxia cities in Henan Province; Xi'an, Tongchuan, Baoji, Xianyang, and Weinan cities in Shaanxi Province; and the Yangling Demonstration Zone.
Previously, 12 cities—Tianjin, Shijiazhuang, Tangshan, Baoding, Langfang, Hengshui, Taiyuan, Jinan, Zhengzhou, Kaifeng, Hebi, and Xinxiang—were selected as pilot cities last year. They will receive a total of 21.9 billion yuan in central government subsidies during the three-year pilot demonstration period. Local governments will invest approximately 69.7 billion yuan to ensure the smooth implementation of clean heating transformation, and it is planned to attract over 200 billion yuan in social capital from financial institutions and enterprises.
The aforementioned Notice states that after the three-year demonstration period, the clean heating rate in urban areas of pilot cities should reach 100%, and coal replacement for heating should be basically completed in plain areas. New residential buildings should meet energy efficiency standards 30% higher than the current national standards, all existing buildings in urban areas with renovation value should complete energy efficiency renovations, and more than 80% of the urban-rural fringe areas and their counties should be completed.
The heating season in northern China will begin in less than three months. Last year, the "coal-to-gas" and "coal-to-electricity" initiatives encountered problems such as natural gas supply shortages and some areas blindly expanding the scale of "coal-to-gas" implementation, affecting some people's winter heating. The Notice requires lessons learned from last winter and spring to be absorbed, fully considering factors such as gas source security and project construction progress, and making preparations in advance.
Based on local resource endowments, economic strength, infrastructure, and residents' consumption capacity, while meeting clean use standards, various clean energy sources such as natural gas, electricity, geothermal energy, biomass, solar energy, and industrial waste heat should be used comprehensively. Electricity should be used where appropriate, gas where appropriate, coal where appropriate, oil where appropriate, and heat where appropriate, adopting a 'gas-determined transformation' and a 'build-first-then-demolish' approach to promote clean winter heating in northern China through multiple measures.
As one of the supporting measures, before the implementation of the "coal-to-gas" project, natural gas contracts for the heating season should be signed, the construction of new industrial gas use should be strictly controlled, gas storage requirements should be implemented, and the supply of gas for residents' heating should be ensured.
According to the Three-Year Plan, in the next three years, government spending at all levels should be tilted towards winning the battle for blue skies. Increase investment in central government special funds for atmospheric pollution control, expand the scope of pilot cities for central government financial support for winter clean heating in northern China, and include the Beijing-Tianjin-Hebei region and surrounding areas and the Fenwei Plain. Areas where air quality does not meet standards should increase investment in atmospheric pollution control funds.
In addition, financial support policies for clean heating in northern China should be introduced, and pilot programs for financial support for clean heating should be carried out in selected areas with suitable conditions.
