In accordance with the requirements of the "Notice of the National Energy Administration on Matters Concerning the Construction of Wind Power and Photovoltaic Power Generation Projects in 2019" (National Energy Administration New Energy [2019] No. 49), and in combination with the actual situation of our province, the following notice is issued on the relevant work of wind power and photovoltaic power generation projects in 2019:

I. Priority Development of Grid-Parity Projects

In accordance with the requirements of documents No. 19 of the National Development and Reform Commission and No. 367 of the Shandong Development and Reform Commission, based on the implementation of land, planning and site selection, avoidance of ecological protection red lines, power transmission and consumption, and reduction of non-technical costs, various cities should prioritize and promote the construction of grid-parity projects. For projects included in the first batch of grid-parity projects in 2019, the owner units, power grid enterprises, and local energy authorities should coordinate the project construction to ensure that construction starts before the end of 2019 and that the project is fully completed and connected to the grid according to the promised production time.

II. Orderly Advancement of Wind Power Projects

The scale of wind power projects in our province that have been connected to the grid and approved before the end of 2018 and have committed to construction within the validity period (excluding distributed wind power, offshore wind power, and grid-parity wind power projects) has exceeded the planned grid connection target for 2020. In accordance with national requirements, competitive allocation of onshore centralized wind power projects requiring national subsidies will no longer be organized. Distributed wind power will not participate in competitive allocation and will be implemented in accordance with Lu Energy New Energy No. [2019] 118. The competitive allocation plan for offshore wind power projects will be issued separately based on the progress of relevant planning.

For projects included in our province's wind power development plan before the end of 2018, which have been approved on schedule and are within the validity period, the relevant city and county (city, district) energy authorities should strengthen the organization and management and tracking scheduling of the projects, urge project units to clarify the grid connection deadline, and accelerate the project construction; power grid enterprises should promptly study the grid connection conditions of the projects, promptly issue grid connection system approval documents, accelerate the construction of supporting power grid transmission projects, and ensure that the wind power projects and supporting power grids are put into operation simultaneously.

III. Management of Household Photovoltaic Projects

The state implements separate management of household photovoltaic projects (i.e., household distributed photovoltaic projects built by owners themselves). The total installed capacity of household photovoltaic projects supported by national subsidies in 2019 is about 3.5 million kilowatts. Household photovoltaic projects that have been completed and connected to the grid before the issuance of document No. 49 of the National Energy Administration but are not included in the national subsidy scope should be reported to the local power grid enterprise. After joint review and confirmation by the local filing agency and the power grid enterprise, they will be included in the 2019 fiscal subsidy scale and enjoy national subsidy policies according to the 2019 household photovoltaic electricity subsidy standard. Newly built household photovoltaic projects should handle filing procedures in accordance with laws and regulations, implement various construction conditions, and meet quality and safety requirements. For projects within the annual total installed capacity, the fixed per-kilowatt-hour subsidy standard will be implemented starting from the time of completion and grid connection.

Household photovoltaic project owners should closely monitor the information on the cumulative newly added grid-connected installed capacity of national household photovoltaic projects announced monthly by the state, and reasonably arrange the project construction progress and grid connection time. When the cumulative newly added grid-connected installed capacity by the end of the previous month exceeds the annual total installed capacity of newly added projects that can be arranged for the year, the end of the month will be the deadline for grid connection of household photovoltaic projects that can enjoy national subsidy policies for the year, and subsequent projects will no longer enjoy the 2019 national subsidy policies. Power grid enterprises should promptly review the application materials for household photovoltaic projects and handle the filing procedures on behalf of the applicants, and promptly remind and inform the owners of new projects based on the national cumulative newly added grid-connected installed capacity. For household photovoltaic projects constructed independently outside the scope of the national subsidy construction scale, the consequences of the projects being unable to enjoy national subsidy policies will be borne by the project owners themselves.

IV. Bidding for Photovoltaic Power Generation Subsidy Projects

In accordance with national requirements, except for photovoltaic poverty alleviation and household photovoltaic projects, newly built ordinary photovoltaic power stations (i.e., photovoltaic power stations with an installed capacity of 6 MW or more) and industrial and commercial distributed photovoltaic power generation projects (i.e., distributed photovoltaic power generation projects other than household photovoltaic projects that are developed on-site, utilize nearby resources, and have a single-point grid-connected installed capacity of less than 6 MW) that require national subsidies in 2019 must participate in national photovoltaic power generation subsidy bidding.

Industrial and commercial rooftop photovoltaic projects and ordinary photovoltaic power station projects with confirmed project owners and preliminary work will be directly submitted for national subsidy bidding after being reviewed and confirmed by various cities, based on meeting the application requirements, implementing relevant construction conditions, and clarifying the expected grid-connected electricity price. For ordinary photovoltaic projects without confirmed owners, the energy authorities of various cities will determine the project owners and grid-connected electricity prices through competitive allocation methods such as bidding, based on technical standards, environmental protection, safety and quality, construction conditions, and expected grid-connected electricity prices, and participate in national subsidy bidding according to the application procedures and relevant requirements. Newly completed projects connected to the grid this year must provide proof of grid connection time issued by the power grid enterprise.

V. Policy Coordination for Photovoltaic Power Generation Projects

Photovoltaic power generation projects included in previous national construction scales, which have started but have not been completed and connected to the grid, will implement relevant national price policies. Photovoltaic power generation projects that still cannot be fully completed and connected to the grid by the end of 2019 will no longer be included in the national subsidy scope. For photovoltaic power generation projects included in previous national construction scales that have not started, if the project owner has been determined and the relevant supporting documents such as filing are still valid, the relevant national price policies will be implemented. Photovoltaic power generation projects that still cannot be fully completed and connected to the grid by the end of 2020 will no longer be included in the national subsidy scope. In accordance with national requirements, ordinary photovoltaic power stations and industrial and commercial distributed photovoltaic projects that have been completed and connected to the grid before the end of 2018 but are not included in the national construction scale are not within the scope of this year's bidding, and such projects are encouraged to voluntarily become grid-parity projects.

The energy authorities of various cities and provincial power grid enterprises are requested to carry out the construction and management work of wind power and photovoltaic power generation projects in 2019 in accordance with the above requirements, to ensure the smooth implementation of relevant policies and the reasonable determination and orderly advancement of projects. Other matters not covered here will be implemented in accordance with document No. 49 of the National Energy Administration.
