Notice from the Comprehensive Department of the National Energy Administration on Reporting the List of Wind and Photovoltaic Power Generation Projects with Parity Grid Connection in 2019

To promote the construction of unsubsidized, grid-parity wind and photovoltaic power generation projects, all parties will work together to implement relevant support policies. Provincial (autonomous region, municipal) Development and Reform Commissions (Energy Bureaus) are requested to submit a list of the first batch of grid-parity wind and photovoltaic power generation projects in 2019, in accordance with the requirements of the *Notice on Actively Promoting Relevant Work on Unsubsidized Grid-Parity Wind and Photovoltaic Power Generation* (National Development and Reform Commission and National Energy Administration, No. 19 [2019], hereinafter referred to as the *Notice*). The relevant work requirements are as follows.

Provincial Development and Reform Commissions (Energy Bureaus), Autonomous Regional Development and Reform Commissions (Energy Bureaus), Municipalities Directly Under the Central Government Development and Reform Commissions (Energy Bureaus), Xinjiang Production and Construction Corps Development and Reform Commission (Energy Bureau), and various national energy regulatory agencies; State Grid Corporation of China, Southern Power Grid Company, Inner Mongolia Power Company, and the Power Planning & Design Institute and the Hydropower Planning & Design Institute:

To promote the construction of unsubsidized, grid-parity wind power and photovoltaic power generation projects, and to ensure that relevant support policies are implemented in a coordinated manner, provincial (autonomous regional, municipal) Development and Reform Commissions (Energy Bureaus) are requested to submit a list of the first batch of 2019 grid-parity wind power and photovoltaic power generation projects in accordance with the requirements of the Notice of the National Development and Reform Commission and the National Energy Administration on Actively Promoting the Relevant Work of Unsubsidized Grid-Parity Wind Power and Photovoltaic Power Generation (Faga Energy [2019] No. 19) (hereinafter referred to as the "Notice"). The relevant work requirements are as follows.

I. Carry out the construction of a batch of grid-parity projects in advance. In accordance with the requirements of the Notice, provincial (autonomous regional, municipal) Development and Reform Commissions (Energy Bureaus) shall, on the basis of organizing grid enterprises to conduct demonstrations and implement the power transmission and consumption conditions of planned new grid-parity projects, first determine a batch of grid-parity wind power and photovoltaic power generation projects (including low-price grid-parity projects and distributed market-oriented trading projects, hereinafter the same) that can commence construction in 2019, and submit the list of the first batch of projects to our bureau before April 25. Subsequently, grid-parity projects that have been demonstrated to meet the construction conditions can continue to be submitted.

II. Encourage existing projects to voluntarily become grid-parity projects. Existing onshore wind power and photovoltaic power generation projects that have been approved (recorded) or configured in 2018 and previous years are encouraged to voluntarily become grid-parity projects. For project units that commit to voluntarily converting to grid-parity projects and new grid-parity projects in 2019, grid enterprises should give priority to implementing power transmission and consumption plans.

III. Actively promote pilot market-oriented transactions of distributed generation. Relevant provincial (autonomous regional, municipal) Development and Reform Commissions (Energy Bureaus) are requested to review the pilot schemes for market-oriented transactions of distributed generation submitted to our bureau in 2018. In accordance with the relevant requirements and support policies of the Notice, wind power and photovoltaic power generation projects will no longer enjoy national electricity subsidies, and will implement corresponding transmission and distribution prices and policy-based cross-subsidy reductions and other support policies. Relevant provincial (autonomous regional, municipal) Development and Reform Commissions (Energy Bureaus) are requested to Confirm this when submitting the first batch of 2019 grid-parity projects; other matters shall still be implemented in accordance with the two notices on this pilot work (Faga Energy [2017] No. 1901 and Faga Office Energy [2017] No. 2150). Various regions can continue to study and submit subsequent pilot schemes for market-oriented transactions of distributed generation to our bureau.

IV. Strictly implement the construction conditions of grid-parity projects. Provincial (autonomous regional, municipal) Development and Reform Commissions (Energy Bureaus) should focus on verifying the following conditions for planned grid-parity wind power and photovoltaic power generation projects:

(1) The land used by the project complies with national regulations, is not within the scope of urban land use tax collection, and the collection of cultivated land occupation tax is within a reasonable range. Relevant local government departments have not imposed disguised charges on project units in the name of resource transfer, enterprise aid, or donations; have not forcibly required projects to directly transfer shares or income for various matters that should be borne by the government; and have not forcibly required the purchase of local equipment as a bundled condition.

(2) Relevant provincial grid enterprises or local grid enterprises have demonstrated and confirmed that the planned grid-parity project has power transmission and consumption conditions, and are responsible for investing in and constructing supporting grid projects outside the step-up substation. Opinions can be issued on a project-by-project basis or for the entire batch of projects.

Relevant provincial (autonomous regional, municipal) Development and Reform Commissions (Energy Bureaus) are requested to fill in the information of planned grid-parity projects according to the attached table, and provide commitment or explanatory materials on relevant policies related to reducing non-technical costs such as land for the project location issued by the local government, and opinions on power transmission and consumption issued by grid enterprises, and simultaneously fill in relevant information online in the national renewable energy information management system. The national energy regulatory authority will publish a list of unsubsidized grid-parity wind power and photovoltaic power generation projects and supervise and coordinate relevant parties to implement relevant support policies for grid-parity projects.
