22.79GW! The National Energy Administration officially announced the 2019 photovoltaic bidding subsidy list

According to the "Notice on Matters Concerning the Construction of Wind Power and Photovoltaic Power Generation Projects in 2019" (National Energy Administration New Energy [2019] No. 49), issued by the National Energy Administration, after the provincial (autonomous region, municipality) energy departments organized projects and reviewed applications, our bureau has organized the 2019 photovoltaic power generation project national subsidy bidding ranking work. The bidding ranking results and relevant requirements are notified as follows.

　　In accordance with the "Notice of the National Energy Administration on Matters Concerning the Construction of Wind Power and Photovoltaic Power Generation Projects in 2019" (Guonei Energy Development New Energy [2019] No. 49), based on the organization of projects and review of applications by the energy authorities of each province (autonomous region, municipality directly under the Central Government), our bureau has organized the 2019 national subsidy bidding ranking work for photovoltaic power generation projects. The bidding ranking results and relevant requirements are notified as follows.

　　I. Following the principles of fairness and impartiality, after entrusting the National Renewable Energy Information Management Center to review and rank the projects submitted by the energy authorities of various provinces, it is proposed to include 3921 projects from 22 provinces (regions, municipalities) including Beijing and Tianjin in the scope of the 2019 national bidding subsidy, with a total installed capacity of 22,788,642 kW. Among them, there are 366 ordinary photovoltaic power stations with an installed capacity of 18,123,316 kW, and 3555 industrial and commercial distributed photovoltaic power generation projects with an installed capacity of 4,665,326 kW. The specific list will be published on the website of the National Energy Administration. After each project is completed and connected to the grid as required, it will be included in the national bidding subsidy scope according to the policy and enjoy national subsidies.

　　II. Please relevant provincial energy authorities organize the project units and the project locations to implement the various conditions and commitments of the declared projects in accordance with the requirements of document Guonei Energy Development New Energy [2019] No. 49, and earnestly carry out the construction of projects that are to be included in the scope of the 2019 national bidding subsidy; please grid enterprises, in accordance with relevant requirements, earnestly carry out the construction of relevant projects for sending out photovoltaic power generation projects, ensure that projects are connected to the grid in a timely manner, and jointly promote the healthy, orderly, and high-quality development of the photovoltaic industry.

　　III. Please relevant provincial energy authorities organize various project units to establish a monthly reporting system for construction progress, and submit online reports on the situation up to the end of the previous month by the 5th of each month in the National Renewable Energy Information Management System, and urge to accelerate construction to ensure that the projects are completed and connected to the grid on schedule. For those that have not been fully completed and connected to the grid after the deadline, the grid-connected electricity price subsidy will be reduced by 0.01 yuan/kWh for each overdue quarter; those that have not been completed and connected to the grid within two quarters after the quarter in which the production application is submitted will have their project subsidy qualifications canceled.

　　IV. Please various dispatched regulatory institutions of the National Energy Administration strengthen supervision of the construction of national bidding subsidy projects in the regulatory area, the implementation of grid transmission, grid connection, and consumption. Our bureau will track and manage the list dynamically based on the actual situation of project condition implementation and construction implementation.
