The government decides to reduce the quota for large scale ground mounted solar PV plants in year 2017, and hence 12 provinces might not be able to be entitled any further quota for utility scales plants in this year.
On contrary, there is not cap for distributed solar power plants. Except the 18.1GW target, the government published another 2 plans, which are 5.5GW Pioneer Plan and 51.6GW Help-the-Poor Plan.
To achieve the target of 60GW in year 2020, the distributed solar market still gets great potentials.
