Public Notice on the Self-Acceptance of Soil and Water Conservation Facilities for the Integrated Project of Chinese Herbal Medicine Planting and Grid-Connected Photovoltaic Power Station in Yinan

In September 2017, the State Council's Decision on Canceling a Batch of Administrative Licensing Items (Guofa (2017) No. 46) canceled the administrative licensing item for the acceptance and approval of soil and water conservation facilities for production and construction projects, changing it to the production and construction units independently carrying out the acceptance of soil and water conservation facilities in accordance with relevant requirements. On November 13, 2017, the Ministry of Water Resources issued the Notice on Strengthening Mid- and Post-Event Supervision and Regulating the Independent Acceptance of Soil and Water Conservation Facilities for Production Projects (Water Conservation (2017) No. 365), which made specific provisions and requirements for production and construction units to independently carry out the acceptance of soil and water conservation facilities.

In accordance with the provisions of the above-mentioned documents, Yinan Linyi Solar Power Engineering Co., Ltd. independently carried out the acceptance of soil and water conservation facilities for the Yinan photovoltaic grid-connected power station integrated with Chinese herbal medicine planting project. The Yinan photovoltaic grid-connected power station integrated with Chinese herbal medicine planting project is a new project, with a planned land area of 93.3 hm2, a large-scale project, and a scale of 49 MWp power station construction, mainly constructing photovoltaic arrays and substation areas.
Yinan Linyi Solar Power Engineering Co., Ltd. commissioned Linyi Yaoxin Water Conservancy Engineering Consulting Co., Ltd. to compile the "Acceptance Report of Soil and Water Conservation Facilities for the Yinan Photovoltaic Grid-Connected Power Station Integrated with Chinese Herbal Medicine Planting Project", independently monitored and compiled the "Summary Report of Soil and Water Conservation Monitoring for the Yinan Photovoltaic Grid-Connected Power Station Integrated with Chinese Herbal Medicine Planting Project", and presided over the on-site acceptance meeting of the soil and water conservation facilities for the Yinan photovoltaic grid-connected power station integrated with Chinese herbal medicine planting project in Yinan County on January 12, 2019. The acceptance team consisted of 11 representatives, including the soil and water conservation facility acceptance report preparation unit, the soil and water conservation supervision unit Changzhou Zhenheng Power Engineering Supervision Co., Ltd., the soil and water conservation plan preparation unit Shandong Linyi Water Conservancy Engineering General Corporation Soil and Water Conservation Monitoring Center, the main design unit Shandong Linyi Power Design Consulting Co., Ltd., the construction unit Shandong Xiantong Installation Co., Ltd., and invited experts.
The acceptance team believes that: during the implementation of this project, the soil and water conservation plan and the approved documents were basically implemented, the tasks of soil and water loss prevention and control were completed, the soil and water loss prevention and control indicators reached the target values determined in the soil and water conservation plan, and the conditions for the acceptance of soil and water conservation facilities were met. The acceptance of the project's soil and water conservation facilities is approved.
Based on the acceptance team and the meeting deliberation, the "Acceptance Certificate of Soil and Water Conservation Facilities for the Yinan Photovoltaic Grid-Connected Power Station Integrated with Chinese Herbal Medicine Planting Project" was formed. The acceptance results are now publicized on the website of Linyi Power Group Co., Ltd.
