China has new standards for household rooftop solar power generation systems

The group standard "Safety Code for Household Photovoltaic Power Generation Systems" (T/CEC 737-2023) has been adopted and released by the Standardization Technical Committee of User Photovoltaic Power Generation of the China Electricity Council. The standard will be officially implemented on November 21, 2023. This standard aims to standardize the safety of household photovoltaic power generation systems, effectively prevent risks, protect the legitimate rights and interests of consumers, and further enhance the demonstration and guiding role of photovoltaic power generation services in the real economy and people's livelihood.
On October 25, it was learned that the group standard "Safety Standard for Household Photovoltaic Power Generation Systems" (T/CEC 737-2023) was passed and released by the Standardization Technical Committee for User Photovoltaic Power Generation of the China Electricity Council. The standard will be officially implemented on November 21, 2023. This standard aims to standardize the safety of household photovoltaic power generation systems, effectively prevent risks, protect the legitimate rights and interests of consumers, and further enhance the demonstration and guidance role of photovoltaic power generation in serving the real economy and social livelihood.
In recent years, in order to promote the achievement of carbon peak and carbon neutrality goals, accelerating the construction of a new power system with a high proportion of renewable energy has become an important task in the development of China's energy industry. Solar photovoltaic power generation has the characteristics of being clean, environmentally friendly, inexhaustible, and endlessly available. It can maximize energy saving and emission reduction, and therefore is increasingly favored by users. During construction and installation, environmental temperature, latitude, roof orientation, tilt angle, and shading conditions directly affect the power generation of solar photovoltaics; at the same time, solar photovoltaic power generation also has some safety hazards, so it is necessary to formulate a set of strict safety regulations to ensure the safety of personnel and equipment.
It is understood that the compilation of the "Safety Standard for Household Photovoltaic Power Generation Systems" took more than a year. It was jointly compiled by 11 units, including the Electric Power Research Institute of State Grid Gansu Electric Power Company, Zhejiang Trina Solar Energy Development Co., Ltd., China Electric Power Research Institute Co., Ltd., and State Grid Gansu Integrated Energy Service Co., Ltd., with the participation of 35 experts and scholars. During this period, the participating parties held more than 20 online and offline promotion meetings, resulting in more than 20 drafts. This standard summarizes and absorbs the advanced experience of relevant domestic and international standards, and puts forward clear requirements for household photovoltaic power generation system equipment and facilities, buildings and structures, operation and maintenance, and inspection and testing. The content is comprehensive and highly operational. It provides a scientific strategy for existing household photovoltaic systems and provides an important basis for improving the safe operation of household photovoltaic power generation systems, further guiding industry unified standards, standardized management, and healthy and safe development.
Currently, the application work for industry standards has been completed simultaneously and has been approved by the National Energy Administration. Subsequently, it will be revised based on this group standard and submitted for approval before the end of November 2024.
